Regardless of the fact that it's basically using the shining name for publicity, it's a good game in its own right and it is very...'shiny'. Sure it's not tactical but it's not like they marketed to be like they are SFNeo. I think Shining Tears pays quite a bit of homage to SF1 with alot of its elements/characters.
