A tactical battle system in RPGmaker requires a lot of time an effort and most likely wouldn't produce the prefered results. You'd do better to learn yourself some sort of programming and make one from scratch. At least you know exactly what you're getting that way.

I just found another similar to shining force battle system game. this one for the Sphere Engine. maybe the games will inspire someone. you can never have enough shining force games :)
