Can anyone recommend a good article on creating MP3s that can be used as background music in a game? I'm hoping there is some inexpensive software that can help a very non-musical person put together a simple tune.

I personally like Guitar Pro a lot, though it is somewhat tuned towards guitar music. Alternatives include ModPlug tracker for example

Or Milky Tracker. But you do need some musical talent to compose a good tune. It's not easy.
