and how do I cheat? cuz by now it'd be almost impossible to level him up...or should I just start over? I can beat the game in, like, an hour a chapter, sometimes more for the later chapters cuz of the bigger/longer battles.

Bleu.. let's see.
I think I remember levelling him up in the battle vs the guy with the dark sword.. what's his name now. . .Lord Kane, yeah it's coming back to me now, in Dragonia.
Give him the power ring. Use the power ring on him. He can now do around 5 damage. Give him all of the kills. Whenever the power ring cracks, you need to repair it. Of course after a couple of battles all of your other players will only get 1 exp, so you can focus on leveling bleu up.
So it's about calculating just how much damage each player will do to the enemies, and making it so they have 4 hit points or so, and bleu can take their last few points off and get the 48 exp.
Hope that helps. I didn't use Bleu in my final team, but he is a pretty handy flying character for a few of the levels ahead.

I tend to use the same tactic as any sucky character, get others to beat guys down to low hp and let the sucky ones do the finishing blow.

Don't think he's weak just because I didn't use him in my final team. When he is promoted he shoots LIGHTNING. That's right!
I think I put kokichi in instead only because i wasn't using one of those special lances on anyone else.
Don't be disheartened, spend the time on him, he's far better than amon or balbaroy.

Hmm... are you playing on the Megadrive or on an emulator? In the latter case, you can always resort to cheating

I usually just weaken the gargoyles in the Kane battle until they're weak enough for him to kill. It's not hard to bump him to level 10, but in Bleu's case, it might be easier to level him higher than 10 before promoting if you typically promote at level 10 rather than 20.
Just level him to 15-20 in that battle and promote. He should be reeling in lots of attack and defense after level 4 or 5 promoted.
